Penn. principal accused of sexual contact with student - CTV News

A high school principal in Pennsylvania has been charged with 30 counts of sexual intercourse and contact with a student, according to court documents filed Monday.

Roger Weaver Freed, 34, who served as a principal of Williamsport Area High School, is accused of maintaining a yearslong sexual relationship with a student that continued after the student graduated high school and while he was attending college, according to court documents filed in a magisterial district judge's office.

Freed is charged with 30 counts of third-degree felony school-intercourse/sexual contact with a student, in addition to several other charges, which include third-degree felony corruption of minors -- defendant age 18 or above, second-degree felony sexual assault, second-degree aggravated indecent assault without consent, and three misdemeanor counts of furnishing liquor to a minor, court documents show.

It is unclear at this time if Freed has retained an attorney. CNN attempted to reach out to Freed but did not hear back.

The student told investigators that he approached Freed around 2015 after noticing that he was popular with students at the middle school service centre, according to the affidavit. At the time, the student was attending Williamsport Area Middle School, the document says.

Police say the student began to believe that he could lean on Freed for emotional support after one of his family members died, the affidavit said. The student said "he trusted Freed 'like an older brother,'" it said.

The in-school conversations turned into "numerous after school interactions" beginning in 2015 and progressing through 2018, when the student graduated high school, court documents said. The sexual relationship continued until April 2022, the affidavit said.

The student told police that Freed volunteered to drive him to various locations for "one-on-one conversations." He added that he and the principal were "'bros', and could talk about anything", especially the student's sexuality, the document said.

In 2017, the student and Freed discussed advancing their relationship sexually one evening while driving around Williamsport, the affidavit said.

After driving to a parking lot, Freed said to the student, "You promise not to tell anybody?" and "I could lose my job over this," while massaging the student's shoulders, the affidavit said.

Following the first alleged sexual encounter, the student told investigators that Freed "stressed the importance of not telling a soul, and how their relationship was private," according to the document.

The student said he felt "overwhelming guilt about the sexual encounter," according to the affidavit. The two continued to engage in sexual acts "4-5 times a week, always at night, throughout the next two years of high school," the document said.

The student told police he continued an emotional and sexual relationship with Freed throughout the remainder of his senior year in high school and into college, detailing multiple sexual encounters, the affidavit said.

Freed was arraigned Tuesday and his bail was set at US$175,000.

CNN attempted to reach out to Williamsport Area School District but did not hear back.

Principal accused of encouraging students to have ‘revenge sex’ instead of fighting - KMOV4

CHARLESTON, S.C. (WCSC/Gray News) - A high school principal in South Carolina is being accused of racial and sexual harassment, contributing to the school’s violence problem, and encouraging students to engage in “revenge sex” as an alternative to fighting.

The accusations against Septima P. Clark Academy Principal Carolyn Anderson come via a deposition as part of an Equal Employment Opportunity Commission (EEOC) complaint made against Anderson by a fellow employee, WCSC reports.

In the deposition, the employee said she was subjected to harassment by Anderson and witnessed numerous occasions of inappropriate conduct that violated the Charleston County School District’s policy on professional conduct.

Anderson was made the interim principal of Clark Academy at the beginning of the school year. She was promoted to principal on April 22 and then subsequently placed on paid administrative leave just days later on April 26.

The district would not comment on why she was placed on leave, citing a personnel matter. However, the EEOC investigation was filed months earlier on February 16 while she served as interim principal.

In the deposition, the employee claimed Anderson would talk about former male co-workers at North Charleston High School, specifically discussing their bodies and genitals. Anderson, the employee said, would also talk about her own sex life with her husband while in the front office.

“She would just tell us how she was having problems with her husband,” the employee said. “How she walked around the house naked, and he wouldn’t have sex with her.”

The employee testified she was also the target of similarly inappropriate sexual comments. On one occasion, Anderson told her, in graphic detail, that the employee needed to have sex to “straighten her out,” according to the deposition.

That specific interaction was reported to the Head of the Department of Alternative Programs Jennifer Coker in an email dated Nov. 23, according to legal documents. The employee said no action was taken.

In an even more disturbing accusation, attorney Larry Kobrovsky asked the employee about interactions she observed, in which she accused Anderson of encouraging high school girls to have “revenge sex” with each other’s boyfriends instead of engaging in physical fights.

“Let me get this straight. During school hours, you, as the [employee position], heard the principal of Septima P. Clark tell female students that they’re being wrong. That when she was their age, you’d just (have sex with) their boyfriends and get back at the girls that didn’t like her that way?” Kobrovsky asked the employee.

“Yes,” the employee responded. She later said, “It’s embarrassing actually because, like, I’ve never seen a principal talk like that or show those kinds of actions.”

Beyond sexual comments, the employee also accused the principal of exacerbating discipline problems with students. She said Anderson brought in a number of students without properly vetting them, students that would not have been accepted under the previous administration.

Septima Clark Academy is an alternative school for students with unique academic needs. Families go through an application process that involves an interview with staff.

The employee also said Anderson encouraged an atmosphere of disrespect toward adults by not cracking down on discipline issues and failing to address student referrals.

The employee said students would often use the N-word when referring to teachers and use other profanity specifically aimed at female teachers. The employee claimed Anderson failed to discipline students when those words were used in her presence.

“I do find it degrading,” the employee testified. “It makes me feel humiliated, even if it’s a Black student saying it to me. Because I feel like administration should just take over those type of things. Like, if you get no punishment, of course students will keep doing it.”

As of June 14, Anderson was still on administrative leave. The Charleston County School District said this is a personnel matter and they have no additional comments.

They will also have a public hearing at 5 p.m. in the first floor board room at 802 N. Sam Houston Ave. on an amendment to an agreement for limitation on appraised value between ECISD and lPointFive P1, LLC.

There also will be a Level III grievance hearing in closed session.

Selection of a school board member will be announced. Candidates are Randy Adams, James Drexler, Toni Hardesty, Dennis Jones, Travis Overton, John Rabenaldt, David Sovil and Robert Thayer.

Special presentations include the Extra Mile Award to Lorraine Perryman, Lisa Wyman and Chris Cole and presentation of State Board of Education Student Hero Award to OCTECHS Ashley Manquero.

Introductions of Visual Arts Scholastic Event (VASE) state qualifiers; and recognition of Shijay Sivakumar for placing in a tie for ninth at the Scripps National Spelling Bee May 31-June 2 in Washington, D.C.

A public hearing for adoption of the 2022-2023 official budget and a request for approval of a resolution to calculate the property tax rates is also scheduled.

It’s anticipated that the overall tax rate will stay the same at $1.17792 per $100 valuation.

The board recap from the June 14 workshop said a school board in Texas is legally required to approve three separate budgets: the general fund budget which is projected to be $338,720,000; the debt service budget projected at $27,547,576; and the school nutrition budget at $18,115,065.

All are balanced budgets. The highlights of the General Fund budget come from the 2022-23 compensation plan which trustees approved last month:

>> Starting teacher salary raised to $58,750. In 2017-18, ECISD’s starting teacher salary was $44,500.

>> Everyone on the teacher pay scale will get a minimum increase of $2,000.

>> 4% general pay increase at midpoint for hourly employees (campus-based and central office).

>>3% (of midpoint) pay increase for all professional employees (campus-based and central office).

>> Raise minimum wage to $15/hour (this is up from $10/hour two years ago).

>> The pay increases come at a cost of approximately $9.3 million to the district’s budget, the recap stated.

During the discussion June 14 it was noted, the two largest expenditures, by function, are instruction, which is 60% of the general fund budget and maintenance and operations, which is 10% of the general fund budget.

Superintendent Scott Muri said June 14 that home values have increased, but homestead exemptions also have gone up.

The state recommends that districts have at least 90 days worth of reserve funds, or fund balance, and ECISD plans to have 109, she said.

Among the other items on the agenda are:

>> Possible action on a Level III grievance hearing.

>> Request for Approval of the Principal Fellowship Agreement Between ECISD and Texas Tech University.

>> Discussion of STAAR and end of course data.

>> The board will meet in closed session to discuss a principal for Jordan Elementary. They will vote when they get out.

>> Discussion of and request for approval of revisions to local board policies for the District of Innovation Renewal Plan.
